Evans Creek ORV Area Management Plan Decision Notice released

The Mount Baker-Snoqualmie National Forest has released the Decision Notice and Finding of no Significant Impact for the Evans Creek ORV Area Management Plan.

Dear Interested Citizen:

A Decision Notice (DN) and Finding of No Significant Impact (FONSI) for the Evans Creek ORV Area Management Plan, signed March 16, 2009, is available (at http://www.fs.fed.us/r6/mbs/projects/evans-creek/index.shtml) or to request a hardcopy (print or CD) contact the team lead at the telephone number below.

The Selected Alternative (Alternative 2) will implement a management plan that will include the upgrading/redesign of area facilities (campground, day use and entrance area); road treatments including decommissioning/closing 11.2 miles, converting 9.63 miles to trail, upgrade 2.14 miles and constructing 0.1 mile of new road; trail treatments including 28.7 miles of maintenance, 1.35 miles of decommissioning, 0.25 miles converted to road and decommissioning/obliteration of user built trails; provide for user safety through use of signage and traffic controls; and establish an operating season

The project is located in Pierce County in the Carbon River watershed about 17 miles south of Enumclaw, Washington, in T17N, R07E, Sections 5, 8, 9, 16-21, 28, and 29.

This decision is subject to administrative appeal pursuant to 36 CFR part 215, only by those individuals and organizations who provided timely comments during the 30-day comment period on the environmental assessment (EA).Appeals must meet the requirements at 36 CFR 215.14. An appeal must be filed with the Appeal Deciding Officer, Forest Supervisor, Attn: 1570 Appeals, 2930 Wetmore Avenue, Suite 3A, Everett, WA 98201. Appeals may be faxed to (425) 783-0214, sent electronically to appeals-pacificnorthwest-mtbaker-snoqualmie@fs.fed.us, or hand delivered to the appeal address above (8:00 am to 4:30 pm, Monday through Friday, except legal holidays.Appeals, including attachments, must be postmarked or delivered within 45 days after the publication date of the legal notice of decision published in the Enumclaw Courier-Herald. That publication date is the exclusive means for calculating the time to file an appeal. Those wishing to appeal this decision should not rely upon dates or timeframes provided by any other source. Electronic appeals must be submitted in .doc, .rtf, or .pdf format, or as an e-mail message. E-mail appeals must include the project name in the subject line. In cases where no identifiable name is attached to the electronic message, a verification of identity will be required. A scanned signature is one way.

If an appeal is filed, the decision may not be implemented until 15 days following the date of appeal disposition, depending on the nature of that disposition. If no appeal is filed, implementation of the decision may begin on, but not before, the 5th business day after the close of the appeal period.
