Only the 800 acre Upper Ranch is open to 4x4s.

From Hollister: Take San Benito Street south about 1.7 miles from SR 25. Turn right (southwest) on Union Road and go about 0.3 miles. Turn left (southeast) on Cienega Road and go about 1.4 miles. Turn right (southwest) to stay on Cienega Road and go about 4.4 miles.  The entrance to the park at the campground will be on your right.
